"Injured people start dying at the time of injury." - - The World Health Organization   The use of violence causes injury. It commences death. It is incomplete murder. It is a greater sin than alcohol or tobacco use. So, the sin tax on violence revenue shall be greater.

Local and municipal codes: Violence products shall be taxed at a rate that exceeds the tax on alcohol. Many movies, games and videos are rated for violence content. All of these ticket sales and product sales/rentals are subject to this sin tax (the Tax).
State law, statute: Every violence product for sale to a consumer shall be subject to the Tax. The Tax collected each year must cover violence victim losses. The Tax may be increased or decreased to restore victims of violence.
Federal law, code: Every violence producer, provider and advertiser shall pay percentage of income tax at a rate that exceeds the tax on alcoholic beverages. Itemized deductions do not apply.

The Social Security Administration (SSA) shall administer restitution in the same manner as disability benefits. The restitution recipients shall be the uncompensated US citizens victimized and disenfranchised by violent crime in the USA. Each shall receive the amount prescribed by the Department of Justice. The losses restituted shall equal the averages published by the Bureau of Justice Statistics for pertinent categories of violence. Through the resulting new employment and new spending, some of the restitution will become sales and income taxes. Restitution shall replace disability benefits for eligible recipients. The reduction in disability payments will increase SSA funds. Preventing revictimization of millions of victims of violent crime will prevent disability. Maintaining jobs otherwise lost through violent crime will increase SSA funds and income tax revenue.
